President Duterte Talks to Troops in Bulacan

Secretary Delfin Lorenzana, Major General Visaya, Lieutenant Major General Edmundo Pangilinan, Lieutenant General Romeo Tanalgo, Brigadier General Danilo Jamonag, Brigadier  General Eduardo Davalan, the officers and men and women of the Armed Forces of the Philippines, Brig. I do not know what year was that, but first time I saw a full contingent or many Scout Ranger soldiers was in—General Delfin Lorenzana was a Colonel before, brought one battalion, 2nd Scout Battalion sa Davao, ’87 dugay na day. Delfin was assigned somewhere and then he became a Military Attaché and stayed there for almost so many years. Now the reason why there are so many military men in government is ganito yan sa gobyerno eh, ang experience ko, I’m not trying to, you know, derogate the other employees of government. Pero itong mga civilian ano… napakahirap utusan. Ni kapulan sa Bisaya, yung tamad. Na hindi mo mapagalaw kaagad, especially during times of emergency.

As you would notice most of the positions now are occupied by the military and the police. And so… total nandiyan yung SAF kaya sabi ko okay na kayo diyan. And the other is Sid Lapeña is also – ah ’73, nauna Sid. And a host of others – sila Morente, and of course Agudo, puro ano ‘yan… galing Davao.

The reason why, sabi nila bakit yung kaibigan lang ni Duterte ang… eh hindi ko naman kilala yung iba. I know there are a lot of good men, pero sabi ko hindi ko naman sila kilala. He might really be good, honest and everything, but for the fact is I could not have good rapport with you because I do not know you. Yung kailangan ko lang. So yung along the way – I have been Mayor for 23 years now, Davao City. Marami akong nakilala dumaang Davao, so sila si John Tabakero, andoon.

And I’ve been asking your—sinong mag-retire ngayon sir, si—ikaw iyong mag-retire? Sabi ko na ano, I was asking him kung saan iyong probinsiya niya, Bisaya siya eh. Sabi ko… but his wife is working in Baguio. Kasi lahat ng mga military mag-retire, automatic sa gobyerno. So, sabi ko, “Ano bang ano mo?” sabi ni Bong, aide ko, kung asawa mo na nasa Baguio, doon ka na lang sa Camp John Hay. There’s a board there, sabi ko, wala ka ng problema, you’ll be—pa-board board ka na lang, pa-golf, golf ka na lang diyan pero mamaya may pera ka pa. So, okay na iyan. Not because nagpapalakas ako sa inyo, talagang malakas ako doon sa—unang una ang tatay ko, military, he was a JAGO.

And second, because I could not have succeeded in making Davao peaceful and known, na maghanda ng assignment, Davao City lang. Because we—walang super star doon. We do not—na hiwalay itong mga pulitiko na super star, super star. Pareho lang tayo nasa trabahante ng gobyerno, we’re all of us are just paid by government, by the people to protect them. And then the most important thing, we are workers of government, paid by the people because we are supposed to maintain the integrity of this Republic. And so, for all of the—iyong sabi nila, ako politiko lang ako, kung hindi niyo ako pagdudahan, because I can cross the ideological border — punta sa NPA makipag-usap, MI, MN. Because actually, while I build strong army, my job is not really na hanggang tingin lang diyan. It goes beyond higher and higher, and that is to protect my country and make it peaceful for everybody. That’s why, huwag kayong ma—iyong isa magsabi, “Bakit nakikipag-usap pa iyan si Duterte?” You know,we cannot—I have to look for ways to maintain peace. I cannot just say, “okay dito giyera tayo, dito tayo peace tayo dito.”My job under the Constitution is to look for a peaceful way, of settling disputes so we can live together. Because the soldiers cannot fight forever. There will be wars in between, mayroon talaga iyan, and one is that, you have to prepare for terrorism. Whether you like or not, the new war coming – terrorism. Iyon talagang banatan, just like what is happening in the Middle East. Pag hindi tayo nagkaintindihan dito sa Mindanao, putukan talaga ito.

But you know, we do not—we cannot have so many friends. I have to face the NPAs, I have to face the MI, MN. Okay sila, because I come from Mindanao. Okay sila and I have a Moro blood in me. Lola ko Maranao, but Tatay ko Bisaya. Lolo ko sa Mother side Chinese. My job is to look for peace, not for me, not for us — eh ako marami rin akong baril, mahilig ako sa baril– but for our children. Hindi naman lahat ng mga anak natin mag-army and capable of doing just studying and doing war until Kingdom come. Somehow in our generation we have to look for a peaceful end to it. And, mayroon tayong bago,which is sure to come, and that is terrorism. Iyan sa ayaw mo at sa hindi, it’s not a question or issue when, it will come hindi lang natin alam, puputok talaga ito because of the radical changes. Ang loyalty nila hindi na doon sa rebellion na iyon eh. Just like the MI, their dream is for a better life in Mindanao. You know, you must understand that before Magellan came in 1521, at that time Mindanao was already 100% Moslem. They were part of the [Sri] Visayas Empire eh.

Pagdating ni Magellan dala-dala niya yung Kristiyanismo and na-conquer niya because island for island, scattered – Cebu, Bohol – madaling maupakan. Eh may gun powder sila, may sword, may cannons. Pero ang Mindanao remained solid because discontiguous. And besides, nauna na ang Muslim doon by 100 years, part of the Sri-Visayan Empire yan. Kaya iyanang dahilan. So whether we like it or not, talagang lalaban iyan. Kasi kanila iyan eh. And that is why I said, “I’m not against the Americans.”

Is that sabi nila, “for as long as nandiyan iyong Amerikano sa likod ng gobyerno ninyo, hindi kami makikipag-usap.” Kasi nga iyong atrocities, kaya tingnan mo iyong Facebook, iyong massacre doon noong… they killed about 1, 000 women and child. Kaya it is not sabi nitong sila Lozada and the other sa ANC na, “ you know, Duterte should realize that’s one century ago. That is past.” No.

I talked to them, bakit ayaw ninyo? Yung mga bata, yung nag-aral. There will never be peace, it is not one century ago. The fighting is now one century old. Kaya ‘yan sila, they fall short of their projections, hindi nila alam. Kaya hanggang ngayon, because they see us as an extension of the Spaniards, the Americans – and finally in 1946 binigyan tayo ng Republika — ang tingin nila we are the extensions of the series of the imperialism, na pasa-pasa na gobyerno pero ang pinasahan ultimately hindi din sila. Tayong mga Kristiyanos, we follow the, you know, we follow the text. Kaya kung tanungin ninyo ako, “ano ka?” Sabi ko, “Bisaya.” But I never stayed there in the—I never lived there in Cebu even for a moment, but since we tracedour lineage from our Father. Gagastos ito para manalo.-Mag-lie down lang ito. Sabihin lang nila Duterte is six years lang iyan o hindi mamatay bukas iyon, assassinate iyan. So kung hindi ako nag-Presidente, hindi naman lalabas lahat ng ganoon iyan eh, iyong usapan talaga from the heart.

Ako sa Davao, binibira nila ako, talagang ano ako doon. Noong nag-presidente na ako, inipit ko na talaga lahat, iyan lumabas na ngayon iyan. I may be able t0 solve it, I may not be able to solve it; this problem may outlast me. Ngayon, ang aking kuwan lang is please take your care of the country. I am doing this because I’m trying to save the next generation. The sheer number, sabi ni Gen. Santiago noon sa PDEA, was 3 million. In between, huwag mo na lang dagdagan iyan. Iyong 700,000 na lang nag-surrender. That’s 3,700.000 scattered all over the country. Ang humahawak mga barangay captain, mga mayor, mga congressman, patay! Eh mag-layo pa kayo, mga sundalo nga daw sa—mahirap. Alam mo protektado ni mayor, pero alam niya wala man tayo magawa, hanggang dyan lang kayo. Sabi, Sir, protektaado kasi ni Congressman iyan. Inutil doon, wala tayo magagawa.

So I would end this speech by saying that if the problem  would still be there and I will not be here in this world, please take care of your country. Do not allow drugs. Nabigyan ko na ba kayo ng libro ni Grillo, iyong we will follow the footsteps of the South American country. It’s a failed country, lahat sila bagsakan. Ang tigas doon. Even sa Mexico, ang mga drug lords. Mga sundalo man kayo, pag-isipan ninyong mabuti. Sinabi ko rin sa air force. And when the time comes, if nobody will solve it for one man – the president cannot solve it; Congress cannot solve it; one mayor cannot solve it – wala akong sinasabi sa inyo. Take care of your country. Do not allow our county to take a deadly spin sa droga, otherwise kawawa ang mga anak, pati apo ninyo, sigurado. Sheer number. Even the 700,000, delikado na masyado iyan. Kaya kung mag-eleksyon, kung magbalik sila, mag lie low lang, tapos nanalo… Kasi ang droga ganito eh, pag hindi mo hawak, pag hindi ninyo kinulong?

Ang droga kasi, kagaya ng illegal possession of firearms, instant crime. Either you have it in your possession or none. Magsabi ka lang may iasang droga, limang sako doon, ewan ko. Kung hindi mo talaga nakita nagahawak nung aking stock, wala tayo magawa. Illegal possession, magsabi siya, iyon NPA, Sir, mayroon. ‘Ewan ko sa iyo, iniwan ko man.” Can you file a case of illegal possession? Ang sabihin ng judge, “So where’s your evidence?” “None. Wala kami, Sir. Sinabi lang niya.” Tapos sabihin ng preso, “Wala man ako sinabi na ganoon, Sir. Pinilit lang niya sa akin.”Tabla na. Tabla na. So iyan ang pakiusap ko sa inyo. Wala kong pakiuasap, wala kong hingiin sa inyo. Just take care of your country and be careful about drugs. Do not allow drugs to destroy the next….Wala na, wala nang mga Scout Ranger, puro bangag na.

Bong, uwi na ako. Saan na iyong certificate? Putanes ka o, hala sige kabuang, dagdadali na. Ito, iba iyong 100, iba iyong 100.
