Negros Oriental PNP provincial chief designated in acting capacity
DUMAGUETE CITY – The Philippine National Police (PNP) in the Negros Island Region (NIR-18) has designated Sr. Supt. Harris Fama from OIC to acting PNP provincial director of Negros Oriental effective March 18.
The Negros Oriental PNP Provincial Office formally made the announcement Friday, saying this was pursuant to PRO 18 Special Order No. 113 dated March 14, 2016.
Fama thanked the PNP leadership in elevating his designation, saying the new designation as acting PNP provincial director “will mean more public service to the community of Negros Oriental”.
An acting capacity “entails not only the exercise of ministerial functions attached to the position but also the exercise of discretion,” Sr. Supt. Fama explained.
“This is so considering that the person designated is deemed to the incumbent of the position,” he added.
An OIC has no power to appoint since it cannot be delegated and the person does not exercise powers involving discretion of the regular incumbent, Fama further explained.
Rights and privileges of the regular incumbent does not normally descent to the OIC, Fama pointed out.
Meanwhile, Sr. Supt. Fama has extended his gratitude to the staff and chiefs of police under his command, following his designation as acting PNP provincial director.
“I sincerely thank you all for your positive efforts to our performance in our mandate towards peace and order since my assumption January 14, 2016 as your PNP leader,” he said.
Fama exhorted his men to continue their motto of unity, solidarity and teamwork, citing that this achievement of being elevated in his designation was the result of the support and cooperation of the Negros Oriental PNP.
“I cannot do it alone and I need you all to do the task,” Fama told them. (PNA)
