Ombudsman suspends CHED director for neglect of duty
The Office of the Ombudsman has ordered the one month suspension of Commission on Higher Education (CHED) Region XII Director Maximo Aljibe after he was found guilty of Simple Neglect of Duty. In 2014, Aljibe issued a special order in favor of a Pakistani national who supposedly completed a business administration degree despite spurious scholastic records.
Investigation found that Aljibe violated the CHED Regional Office Citizen’s Charter which requires the submission of additional documents for foreign student applicants. No record was presented to prove that the Notice of Acceptance and Alien Certificate of Registration were submitted to support the application of the Pakistani student.
“As the Regional Director, he fell short of his duty ascertaining that everything was in order before his issuance of the special order,” the Ombudsman stated.
The Ombudsman directed the CHED to implement the suspension noting that the penalty is final, executory and unappealable.
