Justice Secretary Leila M. De Lima has urged the Philippine National Police and the National Bureau of Investigation to hunt down the suspect in the killing of the former Lingayen, Pangasinan vice mayor and his wife.
In a letter addressed to PNP chief Director General Allan Purisima and a memorandum to NBI Director Nonnatus Caesar Rojas dated Dec. 28, 2012, De Lima called on the two law enforcement agencies to launch a manhunt against Guialaludin Otto alias "Boy Muslim."
He is the main suspect in the death of spouses Ramon and Zorahayda Arcinue, who were the former Lingayen vice mayor and incumbent chairperson of Brgy. Poblacion, Lingayen, respectively.
De Lima also urged the public to report any information about the whereabouts of suspect Otto.
She expressed hope that before the first anniversary of the death of Mr. and Mrs. Arcinue, the suspect will be arrested and brought to trial.
The Arcinue spouses were shot dead on March 7, 2012 in front of their rented apartment in Sampaloc, Manila by a lone gunman who, after gunning the victims, reportedly walked towards Espana Avenue and boarded a bus.
The gunman, later identified as Guialaludin Otto alias "Boy Muslim", through the testimony of three witnesses, remains at-large and is believed to be hiding in Mindanao.
Otto is reportedly a native of Cotabato City and allegedly a close-in bodyguard of incumbent Urbiztondo, Pangasinan Mayor Ernesto Balolong.
