Former Bantay Party-list lawmaker and retired Army Maj. Gen. Jovito Palparan attempted to leave the country on Monday while facing kidnapping and serious illegal detention charges, the Department of Justice (DOJ) said.
Earlier, the DOJ has ordered the filing of two counts of kidnapping and serious illegal detention charges against Palparan and three others in connection with the disappearance of two University of the Philippines students — Sherlyn Cadapan and Karen Empeno — in Hagonoy, Bulacan on June 26, 2006.
DOJ Secretary Leila De Lima said that the former military official was already on board a SeaAir passenger plane bound for Singapore at the Diosdado Macapagal International Airport (DMIA) in Pampanga when immigration officers ordered him to disembark from the plane.
Although the watch list order (WLO) against Palparan has already expired, the Bureau of Immigration (BI) has not yet received a directive that such WLO has been lifted.
Human rights group Karapatan has asked the DOJ to place Palparan under a hold departure order (HDO).
