Definition of Power Harassment

A panel of experts under Japan’s labor ministry provided the country’s first definition of “power harassment” in a report compiled Monday on preventing and resolving the problem.

In the report, the panel defined power harassment as a form of behavior that takes advantage of superiority in the workplace to cause fellow workers physical pain or emotional distress beyond the scope of their duties, worsening the work environment.

The report divided specific actions into six categories, including violence and other physical offenses, mental abuse such as threats and other verbal assaults, segregation and giving the cold shoulder in the workplace as well as demanding the impossible.
