The Metropolitan Manila Development Authority (MMDA) has filed charges against two erring billboard operators, bringing to 20 such cases filed before the prosecutor’s office in Quezon City and Makati.
The first 10 cases were filed last month before the Makati prosecutor’s office.
MMDA Chairman Francis Tolentino, who personally led the filing of charges before the office of Quezon City Assistant Prosecutor Reynaldo Garcia, identified the operators as Teresita Manalo of the O&A Advertising and Olivia Limpe-Aw, president of Distilleria Limtuaco.
Tolentino said O&A Advertising is the operator of the Bench billboard located at EDSA corner Quezon Avenue, while Distilleria Limtuaco has a billboard located at 1830 EDSA northbound.
But the MMDA chief clarified that the cases were not about the “offensive” content of the billboards but rather for violation of the National Building Code, specifically for lack of permit from the Quezon City government building official.
Specifically, the MMDA said the billboard of the Distilleria Limtuaco company has no permit since 2009 as attested by Quezon City building official Isagani Versoza Jr.
